Chile is celebrating its Bicentennial, with several events that have been organized by the government for almost a decade. It commemorates two hundred years since the First Government Junta of 1810 was formed, starting the Independence process, that ended in 1818 after Bernardo O’Higgins proclaimed it.

The Bicentennial takes place on a holiday from September 17th until 21st. Sebastián Piñera inaugurated the official fondas (places where typical food and drinks of Chile are sold; similar to a tavern) earlier on Friday. Piñera also danced a “pie” of Cueca, Chile’s national dance, with Government Spokeswoman Ena Von Baer.

More than 60 thousand people gathered on Plaza de la Ciudadanía (Citizen’s Square) in Santiago to celebrate the Bicentennial. There was a projection of historical images that also contained a message from the trapped miners in Copiapó. A giant flag of Chile (18 meters of height, 27 of width; weighing 200 kilograms) was raised on the square on Friday morning.

Celebrations of the Bicentennial in Pichilemu started earlier this month. On September 2, two thousand people lined up in a formation to create the message “Viva Chile Bicentenario Cardenal Caro” on Pichilemu beach “Las Terrazas”. The message was used to create a postal stamp to be released worldwide. The event was promoted by the Government of Cardenal Caro Province.

Private schools in the city, such as Colegio Preciosa Sangre, prepared events specially for their students. On Thursday, “Fonda Don Vicente Nario” was opened on Preciosa Sangre. Several games were performed there on that morning, including “el emboque”, “ponerle la cola al burro” (to put the tail to the donkey), and others.

Another event on Preciosa Sangre took place on Thursday night, when students recreated scenes of the History of Chile, including: a tertulia featuring Manuel Montt (starred by Luis Rojas); a chingana (a popular tavern); and selected colonial professions, such as the “motero” (person who sold motemei and chestnuts).

The official fonda of Pichilemu, La Bombonera, was inaugurated on Thursday night by Mayor Roberto Córdova, who danced cueca with people who attended the event. According to Córdova, at least 30,000 people have arrived at Pichilemu as of Friday, and it is estimated that another 30,000 will arrive during the next three days.

A great event took place on Pichilemu beach on Friday afternoon. Chilean typical games highlighted the event. People danced reggaeton, Américo’s cumbias and cuecas, while others were swimming. The National Shoe Fair (Feria Nacional del Calzado) was established on Agustín Ross Hotel on Thursday, and will stay in the town until September 23rd. Alicia Grez, who works on a kiosk in the Pichileminian Craft Fair located in front of One Discotheque, said that “sales have been excellent,” and that “[they] won’t miss the possibility to experience such an event like this.”

Shopping for Contact Lenses

by

James S. Davis

Many consumers have been accustomed to making online purchases. The same condition applies for contact lenses. There are distinct advantages. One is you do not need to go out and visit many retail outlets anymore. All you need to do is check out websites of reputable suppliers. Online shops may be the best option if you want to buy these durable devices. However, not all internet sellers are reliable and upright. Thus, it is practical to conduct a background check of these suppliers. At the same time, choose bigger companies with long years of experience in distributing contact lenses. Consider the inventory of stocks or the capability to order manufacturers as soon as you place an order.

How do you make a comparison of online vendors?

YouTube Preview Image

The best way to compare online rates is to use the price-comparison websites. There are sites that can readily provide price listings and links to shoppers. The only disadvantage of depending on these portals is that not all vendors are included. The catalogue does not also indicate up to date changes in costs, special offers, discounts and accessibility. Price comparison for online contact lenses can be confusing because prices can have rebates or none at all.

Make it a point to include shipping costs in your computations. These can vary considerably among online contact lens retailers. One benefit of price-comparison websites is that these introduce you to contact lens sellers which you would not have located. It can also include user reviews to help you evaluate unknown sellers. If you want to try online dealers, go for the bigger companies and order contact lenses online.

Bigger sellers generally have more stocks so shipment of orders will be faster. Large contact lens sellers are most likely stable than smaller distributors. You will have fewer problems in case you are forced to return or exchange a product that does not comply with standards. Besides, you can look forward to a more complete assortment of products such as the proclear contact lenses that have earned the nod of the Food and Drug Administration for providing total comfort for wearers.

What should be your guide? Incurring more savings is one reason people buy products online. However, you will not want to compromise quality for cost. There are some pointers that will help for those who prefer to buy contact lenses through the Internet. Find out if the companies obtained the approval of the doctor for prescriptions. This is a law that suppliers should adhere to. When your orders arrive, be sure to check that the brand, dimensions and other specifications are correct.

Continue to consult your eye care specialist even if you have bought the contact lens from online sources. Stop wearing the lens if symptoms of irritation occurs and see your doctor immediately. You will need basic information before you order your contact lenses online. These include the trademark and material of the lenses; corresponding measurements; name and contact number of your eye doctor; allowed number of refills; type of proclear contact lenses; and, expiration date of prescriptions.

You can

order contact lenses online

instead of going to traditional clinics and outlets. These are comparatively cheaper although make sure that you contact reputable sellers. Click to find more relevant info on

Methane gas was blamed for the explosion deaths of 8 miners in southern Polish‘s Halemba coal mine Tuesday, November 21. Officials say at least 15 are missing.

Rescue efforts were halted because dangerously high levels of methane gas returned, according to Zbigniew Madej, spokesman for state-owned Coal Co., which operates the mine.

The missing miners’ locater devices were not emitting signals, increasing rescurers’ concerns for their well-being. Grzegorz Pawlaszek, head of Coal Co., said the 15 missing miners’ fate is “not known,” but added that “there is a chance to find someone still alive.”

“This is a tragedy. People have died here,” Polish Prime Minister Jaroslaw Kaczynski said when he came to Ruda Slaska to see the blast.

Earlier Wednesday, a reconnaissance rescue team descended 3000 feet toward the blast scene, only to retreat because of safety concerns related to high methane gas levels. Rescue digging efforts were also halted because of explosion concerns.

The missing men were aged 21-59. One of the miner’s family members, Andrzej Pytlik, 30, remained on scene with his sister, hoping and waiting for news of her husband, Krystian Gaszka.

Pytlik, also a miner, said through teary eyes that, “I work in the mines and I know that hope is scant because that’s the truth.”

The explosion occurred in a closed portion of the mine where the now-missing miners were working to retrieve abandoned equipment. According to Pawlaszek, the value of the equipment was $23 million, adding that “It was new equipment and that is why we decided to retrieve it.”

He indicated that the recovery work was performed under the supervision of gas detection specialists, and that the bodies of the recovered miners were difficult to identify because of the severity of burns and because their ID tags were blown away in the explosion.

The Halemba mine, located in Ruda Slaska, has produced coal for nearly 50 years, has been fraught with safety concerns and has a track record of serious accidents. One of the oldest mines in Poland, it is centrally located in the industrial Silesia region.

Earlier this year, a miner was trapped underground in the Halemba mine five days after a cave-in. In 1990, 19 miners were killed and 20 hurt in a gas explosion, and five were killed in collapse in 1991.

Inside, priests and mining officials were comforting and counseling with distraught relatives. Outside, eight white candles flickered on a main gate wall.

Calls for bottled water bans grow in Canada

London, Ontario is the latest in a string of Canadian cities to have acted on increasing public demand to ban bottled water. On Monday, the decision to eliminate bottled water sales in city-run facilities was passed by London’s city council with a vote of 15-3 in favour. The move was driven by a desire to reduce waste and shipping, have a lower impact on the environment and promote tap water as a cheap and safe alternative.

London’s new restrictions will be implemented over the next several months in buildings that are already equipped with water fountains. Bottled water will still be permitted at many city-run events, such as upcoming summer festivals. Privately-owned retailers will not be affected by the ban.

Other cities, such as Vancouver, Ottawa and Kitchener, that are already engaged in debate on the issue, may now be watching London carefully for how the ban plays out. Other areas have already begun to phone London with questions on the details of its new regulations. Toronto has begun taking a look at bottled water packaging as part of its waste diversion strategy, and its public school board is looking into the possibility of a total restriction on bottled water sales.

In recent years, an awareness of the energy that is required to manufacture, transport and recycle the product has spread nation-wide. Proponents of the ban point to the fact that it can produce as much as 150 times the volume of greenhouse gas when producing bottled water as compared to supplying the same volume of tap water. They also point out that the water that goes into bottled water products is not inspected as frequently as tap water in Canadian cities.

Some have taken this cause to heart more than others, such as British Environment Minister Phil Woolas, who called the use of bottled water “morally unacceptable.” Restaurant critic Giles Coren of The Times of London criticizes those who use the product as “the new smokers.”

Canada’s beverage industry has come down with criticism on the increasing opposition to bottled water. Spokesman Scott Tabachnick for Coca-Cola Co., which produces Dasani brand bottled water, commented on the convenience of the product: “It’s hard to bring your kitchen sink with you.”

It’s hard to bring your kitchen sink with you.

Vancouver City Councillor Tim Stevenson thinks that bottled water’s time has come and gone: “Bottled water companies have had a fabulous ride on an unnecessary fad.” Vancouver officials are still determining how bottled water restrictions, which have been voted for by the City Council, can be phased in.

Next month, the city is planning to initiate a marketing campaign encouraging Vancouver residents to choose tap water and to remember to carry reusable drinking containers whenever possible.

Renowned environmental activist Dr. David Suzuki has praised London’s decision, saying that it represents a turning point for people’s perceptions on the issue: “I’m really delighted that London has done this because it really makes us focus on some fundamental issues.” He hopes that someday people will “look at anyone who hauls out a bottle of water and say, ‘What the hell’s wrong with you?'”

Two ten-year-old boys have been arrested after the alleged rape of an eight-year-old girl in London, England. The family of the unidentified eight-year-old girl called the police after she had come home telling her mother about the incident which she said had occurred in a park in the town of Hayes in the London Borough of Hillingdon, at around 1400 GMT on Tuesday.

The boys, whom the girl purportedly did not know, live near to her and were arrested on suspicion of rape, being over the age limit for criminal responsibility. A spokesperson for the Metropolitan Police said that the two boys had been arrested and questioned. They were later released on police bail until middle November 2009. The crime case is currently being investigated by “Project Sapphire”, which is a specialist rape unit set up in Scotland Yard.

One neighbour, who asked to remain unknown, stated, “The little girl was playing on her own when the two boys came up to her and enticed her to where they keep the bins between the flats. There haven’t been many children around here all week and now the children are being kept inside by their parents because of what has happened. It is very quiet. On Tuesday lunchtime I looked out of my window when I heard a noise and saw about 30 police officers running around to seal off the park but forensics officers only got here today.”

38-year-old mother Daniella Gordon also commented on the situation. “My three-year-old goes to the nursery by the college, the police haven’t told me or other mothers what has happened which I think is wrong. It makes you think of the James Bulger case and there are lots of kids around here, that’s what disturbs me.”

China threatens to take action over US-Taiwan deal

China has stated that they will cease all military exchanges with the United States in response to a US$6.4 billion (NT$204 billion) weapons deal with Taiwan going ahead. He Yafei, Chinese Vice-Foreign Minister, said that there would be a “serious negative impact” with regards to the relationship between the US and China.

…a seriously negative impact on many important areas of exchanges and co-operation between the two countries…

Taiwan and mainland China have been ruled by separate governments since 1949, and neither recognize each other’s independence. In an effort to regain control of Taiwan, the government in Beijing has been open to running the island like Hong Kong, in a “one country, two systems” manner, but people in Taiwan support the status quo. The Chinese defense ministry said that they had “decided to suspend planned mutual military visits”. They “strongly demand” that the United States “respect the Chinese side’s interests,” calling for the proposal to be rejected.

China summoned the US Ambassador to China, Jon Huntsman, to warn the US Government about the consequences, and to urge for cancellation of the deal. The Pentagon proposed the deal, that was first promised during the later days of the Bush administration, to Congress earlier.

Yafei issued a statement on the Foreign Ministry website stating that “the United States’ announcement of the planned weapons sales to Taiwan will have a seriously negative impact on many important areas of exchanges and co-operation between the two countries.”

However, the US is defending itself. “Such sales contribute to maintaining security and stability across the Taiwan Strait”, Laura Tischler, spokeswoman for the US State Department, said.

Beijing is threatening to review co-operation on major issues and impose sanctions on companies selling arms, even though US companies are banned from selling arms to China as a result of the Tiananmen Square massacre in 1989, so it is not clear what the effect will be. A Chinese defence ministry spokesman said that the sanctions reflected the “severe harm” the deal would have. A foreign ministry spokesman stated that there would be “repercussions that neither side wishes to see” if the deal went ahead.

Taiwan, one of Asia’s few functioning democracies, welcomed the proposal, with Taiwanese president Ma Ying-jeou being quoted as saying “It will let Taiwan feel more confident and secure so we can have more interactions with China.”

The arms deal includes UH-60 Black Hawk helicopters, communications equipment and MIM-104 Patriot missiles, but does not include the F-16 fighter jets that Taiwan’s military were looking for. The US is legally obliged to supply Taiwan with defensive weapons under the Taiwan Relations Act 1979.

In 2003, an unnamed US briefing stated that “[the US] would have to get involved if China tried to use coercion or force to unilaterally change the status of Taiwan”.

The US commander of the Multinational Security Transition Command in Iraq said that he had no knowledge of the National Strategy for Victory in Iraq document released by the US President. This, along with speculation that the document was chiefly authored by a public opinion analyst recruited by the White House have led to some critics claiming that the drafted ‘strategy’ is targeting US public opinion, not the Iraqi insurgency.

The military, political and economic strategy for Iraq, outlined last week by President Bush in a speech at the Naval Academy in Annapolis, Maryland, was based by a 35-page document titled the National Strategy for Victory in Iraq. A metadata tag on the document posted on the White House website identified its author as a computer user ‘feaver_p’. It is believed to refer to Dr. Peter D. Feaver, a special advisor to the National Security Council staff.

A political scientist at Duke University, Dr. Feaver analyzed public opinion polls about the Iraq war and attitudes towards war casualties. Dr. Feaver found that US public opinion will support military engagement abroad, despite growing casualties, provided that the public believed that the war was being fought for a worthy cause and that victory was achievable.

Dr. Feaver was one of the people who helped “conceive and draft” the document, according to a White House staffer, who said that Meghan L. O’Sullivan, the deputy national security adviser for Iraq and Afghanistan, and her staff played a larger role. White House officials confirmed to the New York Times that the document’s “creation and presentation strongly reflected the public opinion research”.

The document “reflects the broad interagency effort under way in Iraq” according to an NSC spokesman Frederick Jones and had received major contributions from the Departments of Defense, State, Treasury and Homeland Security, as well as the director of National Intelligence.

On Friday, Lt. Gen. Martin Dempsey, whose Multinational Security Transition Command is responsible for building Iraq’s security forces, told reporters that he had seen the strategy document for the first time when it was released to the public. The White House had said that not all senior officers in Iraq had necessarily seen the document and Gen. Peter Pace, the chairman of the Joint Chiefs of Staff, has said that he had read and critiqued the document on several occasions.

Earlier, replying to questions about the President’s strategy, White House press secretary Scott McClellan said that the document was an “inter-agency document” and an “unclassified version” of the administrations “strategy for victory in Iraq” published for the public to view.

Christopher F. Gelpi, of Duke University, who co-authored Dr. Feaver’s work titled Casualty Sensitivity and the War in Iraq, stated, “The Pentagon doesn’t need the president to give a speech and post a document on the White House Web site to know how to fight the insurgents. The document is clearly targeted at American public opinion.” In their work together, Gelpi, Feaver and Reifler found that the most important factor which determines the US public’s tolerance for US military deaths in a war is the public’s beliefs about the likelihood of success, and a secondary, but still important, factor, was found to be the public’s belief in the rightness of a war.
